Allah SWT revealed books to His Prophets and Messengers with the aim of being a guide for His servants, one of the books that was revealed to earth is the Qur'an through the beloved prophet Muhammad SAW. Since the Qur'an was revealed, 1400 years ago until now Allah has maintained its authenticity by providing convenience to people who want to get closer to the Qur'an. However, the development of the times, the influence of globalization, and the low literacy of the Qur'an among some students have become challenges in efforts to implement the values of the Qur'an in everyday life. This journal aims to analyze the ability to read the Qur'an of STAI Samora Pematangsiantar students and examine its relationship with efforts to ground the values of the Qur'an in the university environment. The study used a combination method with a descriptive approach. The population and sample of the study amounted to 356 undergraduate students from two study programs. Data collection was carried out through Qur'an reading tests, questionnaires, interviews, and observations. The test instrument includes five indicators, namely recognition of hijaiyah letters, reading fluency, application of tajwid, and accuracy of letter makhraj and knowing the meaning of the letters of the Qur'an. The results of the study showed that 23.31% of students were in the poor category, 56.17% in the good category, and 20.52% in the very good category. A total of 83 students (23.31%) were declared to have failed the Qur'an reading test. Factors causing low Qur'an reading ability include internal factors, such as stopping Qur'an reading activities since school age and lack of Qur'an reading intensity, as well as external factors in the form of low family and social support for Qur'an learning. The research findings show that the ability to read the Qur'an has a close relationship with the process of grounding the Qur'an, because reading is the initial stage for understanding, internalizing, and implementing the values of the Qur'an in academic and social life. Therefore, strengthening the Al-Qur'an reading and writing program, tahsin, and Islamic guidance in higher education is a strategic step in forming graduates with Qur'anic character.
