This study aims to develop a project-based learning model (Problem Based Learning) with digital media of local wisdom on the skills of writing explanatory texts for grade XI MAS students in Simalungun Regency. This research uses research and development (R&D) method. In addition, this research was developed with the method of loading into the local wisdom of Tor – tor Sombah Simalungun Regency. Research data is in the form of information on needs and validation of learning media, while data sources come from filling out questionnaires. The data analysis technique used is qualitative descriptive. The results of this study consist of the characteristics of learning models, media, media prototypes, expert assessments, and media improvements. Media characteristics are divided into two, namely content and presentation characteristics. Content characteristics consist of (1) material coverage, (2) material structure, and (3) evaluation. The characteristics of presentation include, namely 1) presentation of media content and (2) aspects of interactivity of learning media producing explanatory texts. The presentation structure includes the form of writing, grammar and media packaging. The results of the material expert assessment obtained scores with decent categories and from media experts with very decent categories. The advantage of this Tor – tor Sombah simalungun cultural video is that it can make learning more effective, easy to use, regular and systemic learning activities.
