Summary: Medan City Pharmacy Highest Retail Price (HET) There are still traders who sell generic medicines above the Highest Retail Price (HET), which results in losses for consumers. The purpose of this study is to determine pricing according to Ibn Taymiyyah and analyze the implementation of maximum price regulations for generic drugs in Medan city pharmacies. The research method used is positive jurisprudence, and this study is carried out using the concept of legal analysis, which focuses on data and facts on the ground that occur in the middle of people's lives. According to the results of this study, Ibn Taimiyah allowed the government to set prices when it was aimed at benefiting and profiting society, ensuring justice among people to buy and sell at normal standard prices, and accepting goods. It is said that it is prohibited. Allah has forbidden any price other than the normal price. Field data shows that the sale of generic medicines exceeds the maximum retail price and therefore does not comply with the provisions of Section 8(1f) of the Consumer Protection Act 1999. As is the practice of economic operators when selling generic drugs, the price does not match the promise made on the label of the drug's package.
