Abstract

Pancasila, or the fundamental principles that guide the state, the nation and society, must be laid down in the form of laws, rules or other stipulations created by the government. Significant changes were made to Indonesian state life, particularly in relation to the reform movement. In Pancasila, a philosophical system, there is a critical, fundamental, logical, systematic, and all encompassing (overall) way of thinking and this way of thinking is a value.Therefore, a philosophical thought does not directly present norms which are guidelines for action or practical aspects but rather basic values.As a value, Pancasila provides fundamental and universal foundations for humans both in living in a society, nation and state. As for these values, they will be used in practical life or real life in society, nation and state, then these values are translated in a clear norm so that it is a guideline.
